My question now is how to change the /etc/cups/ppd which is the "server

root" settings in the CUPS configuration files to the current user home
directory to save the ppd file in the user home directory instead of the
images ?

On openSUSE(I'm assuming you are using that) everything in
/srv/tftppboot/KIWI/root.default/ on server is copied to client at boot
time. Put files there, run kiwi-ltsp -c and boot clients.
